This chapter provides an analysis of Mexico%27s efforts toward the adoption and implementation of the 2030 Agenda commitments at the local level, using the city of San Luis Potosí as a case study; highlights the federal government’s mobilization of political, administrative and regulatory resources to facilitate the adoption of the 2030 Agenda goals in Mexico, including the implementation of a follow-up and monitoring system for the Agenda. The role of international institutions such as UN-Habitat in transferring public action models to local spaces is also explored, with UN-Habitat acting as an agent of both voluntary and coercive transfer. The chapter examines San Luis Potosí%27s response to the 2030 Agenda commitments, including the harmonization of urban development programs, amendments to the Ecology Regulation, and the implementation of social programs. The key role played by UN-Habitat in the preparation of the city%27s Urban Development Program is also evident. While the review shows that the adoption of the Agenda in municipal policy may have been driven by federal government initiatives and international institutions, it is not possible to determine whether the regulatory and planning instruments of San Luis Potosí follow public policy models conceived and used in other contexts.
